Brazil makes final anti-dumping ruling on stainless steel welded pipes
On July 28, 2025, the Management Executive Committee of the Brazilian Foreign Trade Commission (GECEX) issued resolution 764 of 2025, making a positive final determination of anti-dumping on stainless steel welded pipes (in Portuguese: tubos de a ç o inoxid á vel austen í tico) originating in India and Taiwan, China, and decided to impose anti-dumping duties on the products involved for five years, namely, 397.42-1207.06 dollars/ton for India and 1258.77 dollars/ton for Taiwan, China (see the attached table for details of taxation). The product involved is austenitic stainless steel welded pipe, with grades 304 and 316, circular cross-section, outer diameter greater than or equal to 6 millimeters (1/4 inch) and less than or equal to 2032 millimeters (80 inches), thickness greater than or equal to 0.40 millimeters and less than or equal to 12.70 millimeters. Related to products under the Mercosur NCM codes 7306.40.00 and 7306.90.20. This resolution shall come into effect from the date of its publication.
On May 8, 2024, the Foreign Trade Secretariat of the Ministry of Development, Industry, Trade and Services of Brazil issued Announcement No. 17 of 2024, which launched an anti-dumping investigation against stainless steel welded pipes originating in India and Taiwan, China, in response to the application submitted by the Brazilian domestic enterprise Aperam Inox Tubos Brasil Ltda. on January 31, 2024. On November 25, 2024, the Foreign Trade Secretariat of the Brazilian Ministry of Development, Industry, Trade and Services issued Announcement No. 67 of 2024, making a preliminary anti-dumping ruling on the case. On December 12, 2024, the Management Executive Committee of the Brazilian Foreign Trade Commission issued Resolution 676 of 2024, deciding to impose temporary anti-dumping duties on stainless steel welded pipes originating in India and Taiwan, China for no more than six months, namely, 125.18-1086.35 dollars/ton for India and 1132.89 dollars/ton for Taiwan, China.
